India BESS customs duty: rows of containerised grid-scale battery storage units at a utility battery storage site in a green valley

India BESS Customs Duty 2026: 10% Rate for Grid Storage

News

India just made its import maths simpler — and the India BESS customs duty position is now a number buyers can put in a bid. On 9 October 2026 the Central Board of Indirect Taxes and Customs confirmed that stationary, grid-scale and industrial lithium-ion battery energy storage systems classified under tariff item 8507 60 00 are not “power banks”, so they qualify for a concessional basic customs duty of 10% instead of the standard 20%. With bids for 3.2 GWh of new storage due on 30 October, the clarification lands exactly when procurement teams need it.

What India BESS Customs Duty Clarity Changes for Buyers

Circular No. 45/2026-Customs, issued on 9 October 2026, settles a question that had been splitting customs assessments across India. Some field formations had been treating stationary, grid-scale and industrial lithium-ion battery energy storage systems as “power banks” — a category excluded from the concessional duty entry — and denying them the reduced rate. The Board has now said plainly that “power bank” means a portable charger for phones and similar devices, and nothing else.

The effect is that India BESS customs duty becomes a predictable line in the bid. Stationary, grid-scale and industrial systems classified under tariff item 8507 60 00 can avail the concessional 10% rate under Serial No. 325 of Notification 45/2025-Customs dated 24 October 2025, against the standard tariff of 20%. What stays excluded is unchanged: battery packs for electric-vehicle manufacture, cellphone batteries and consumer power banks (TaxGuru, Energetica India).

Why the 10% Concessional Rate Matters in 2026

The duty cut lands on a price base that is still soft. InfoLink’s 8 October 2026 assessment put 314 Ah LFP storage cells at RMB 0.363/Wh, with battery-grade lithium carbonate at RMB 120,000 a tonne, down 9.1% week on week; SMM data has the prismatic LFP cell average at RMB 0.420/Wh and CATL’s 280 Ah and 314 Ah storage-cell quotes at RMB 0.470 and RMB 0.403 per Wh. Mysteel put storage-grade LFP cathode at RMB 49,100 a tonne on 10 October.

Run the arithmetic on a 100 MWh order. At RMB 0.42/Wh the cells alone are worth about RMB 42 million — roughly US$5.9 million at current exchange rates. Basic customs duty at 20% would be about US$1.18 million; at 10% it is about US$590,000. The clarification is therefore worth close to US$5.9 per kWh on cell value alone, before IGST, which a GST-registered developer can credit. On a tender priced to two decimals, that is not a rounding error.

How Large Is India’s Energy Storage Tender Window?

The duty change matters because demand is arriving faster than supply. The India Energy Storage Alliance counts 215 storage-linked tenders since 2018 totalling 308 GWh — 167 GWh of BESS and 142 GWh of pumped hydro — of which only 13.7 GWh was operational as of September 2026. That operational figure has grown seventeen-fold since December 2025 and is expected to reach about 20 GWh by the end of fiscal 2026, with 37% of tendered capacity under execution and 20% already cancelled (Energy-Storage.news).

The calendar is concrete. SECI’s ESS-IV round, issued on 1 October 2026, offers 800 MW/3,200 MWh of standalone BESS on a build-own-operate basis with a 20-year PPA, at least 51% renewable charging, bids due 30 October and a commissioning window closing 30 April 2027 (Solar Quarter). The India Green Energy Corridor’s third phase, approved on 30 September, carries ₹50,000 crore earmarked for 50 GWh of BESS. And on 11 October the Prime Minister laid the foundation stone for NLC India Renewables’ 250 MW/500 MWh project in Tamil Nadu — ₹737 crore across three sites, targeted for May 2027 (Power Peak Digest).

Set against SNE Research’s count of 461.3 GWh of global lithium-ion storage shipments in the first half of 2026 alone — up 71% year on year — the India energy storage tender pipeline is now competing for the same cells everyone else wants. Duty certainty is how a bid stays sharp.

What Still Bites: Local Content, ALMM and Grid-Forming Rules

A cheaper import duty does not switch off India’s localisation push. The Green Energy Corridor’s viability gap funding is tied to Indian-made components, and the ALMM List-II cell list has been mandatory for government projects since 1 June 2026. The Central Electricity Authority’s draft connectivity rules would go further: grid-forming capability for storage above 50 MW, and co-located storage of at least 10% of capacity for new solar and wind from July 2027.

The honest picture is that India’s cell base — about 2 GWh today against 60–70 GWh announced by 2030 — cannot yet supply a 3.2 GWh tender. Container and system assembly capacity of 180–220 GWh by 2030 is where localisation is realistic. For a buyer that splits the decision: imported systems under the 10% concessional rate for merchant and industrial projects, and a hard look at each tender’s local-content clause wherever viability gap funding or ALMM applies.

How to Price BESS Landed Cost Into an Indian Project

Ask for two quotations, not one: CIF at the discharge port and DDP with the duty position stated. The India BESS customs duty rate is now settled for stationary systems under 8507 60 00, but classification of a complete container — cells, PCS, switchgear, controls, fire systems — is still decided at assessment, so a written classification opinion before shipment is cheaper than a dispute at the port. Then keep three clauses in the supply contract: the tariff classification, the duty rate assumed, and an adjustment mechanism if the rate moves between order and delivery.

Timing cuts both ways. Cell and raw-material prices are soft — InfoLink has lithium carbonate down 9.1% week on week, and China itself added a 2% consumption tax on lithium-ion batteries from 1 September 2026, rising to 4% a year later — while SECI wants bids in by 30 October and full commissioning by 30 April 2027. A supplier who cannot show a production slot inside that window is not really bidding.

Who Can Quote Into India’s 2026 BESS Tenders?

Six questions separate a real bidder from a brochure. Can the PCS run grid-forming duty and hold 85% monthly availability, the level SECI’s ESS-IV terms require with liquidated damages at twice the tariff? Is the warranty written against a 20-year PPA rather than a datasheet? Who holds spares and service inside India? What is the duty-paid lead time to a named port? Are there references at comparable scale? And will the supplier quote DDP, so the duty risk sits with the party that controls the classification?

For industrial and campus buyers the entry point is smaller but the maths is identical: a containerized BESS for peak shaving and solar firming, an integrated commercial and industrial ESS behind the meter, and a utility-scale BESS where a tender or a PPA demands four-hour duration on contracted terms. India battery storage procurement in 2026 rewards suppliers who can land a compliant, duty-paid system on a date the tender actually believes. That is the India BESS import duty question answered with a delivery schedule rather than a headline rate — and it is where we would start the conversation.

The Buyer’s Questions, Answered

Buyer objections — answered

Does the 10% concessional duty apply to a complete containerised BESS shipped from China?

The circular covers stationary, grid-scale and industrial lithium-ion systems classified under tariff item 8507 60 00, and it expressly says they must not be treated as power banks. Classification of a complete container — battery plus PCS, switchgear and controls — is still decided case by case at assessment, so the safe move is to obtain the classification opinion in writing before shipment and to keep the supplier’s invoice consistent with it.

How much does the clarification actually save on a 100 MWh project?

On cell value alone: at RMB 0.42/Wh, 100 MWh of cells is worth about RMB 42 million, roughly US$5.9 million CIF. Basic customs duty at 10% is therefore about US$590,000 against US$1.18 million at 20% — a difference near US$5.9 per kWh before IGST, which a GST-registered developer can credit. The saving is real, but it is a slice of the system cost, not the whole of it.

Is the 10% rate locked in, or can it change before my project delivers?

The concessional entry sits in Notification 45/2025-Customs dated 24 October 2025 and is conditional, so a future budget can amend it. Treat it as today’s number rather than a permanent one: fix the duty position at contract signature and keep a duty-adjustment clause so a change in the rate between order and delivery is shared rather than absorbed by one side.

Do I still need Indian-made cells for government-linked BESS tenders?

Yes, wherever the scheme carries domestic-content conditions. The India Green Energy Corridor’s viability gap funding is tied to Indian-made components, and the ALMM List-II cell list has been mandatory for government projects since 1 June 2026. Merchant and industrial projects can import under the 10% concessional rate — but read each tender’s local-content clause before the bid is built.

What should I ask a supplier before quoting into an Indian tender?

Ask for a duty-paid (DDP) quotation and a CIF quotation side by side, the tariff classification opinion, lead time against the 30 October SECI deadline, the availability guarantee (SECI requires 85% monthly availability with liquidated damages at twice the tariff), warranty length against a 20-year PPA, and who holds spares and service in India. A supplier that cannot answer all six is quoting hope, not storage.
